Watford defender Jose Holebas will be available to play at Wembley after having a red card rescinded.
The 34-year-old was sent off for denying a goalscoring opportunity in the Hornets' 4-1 defeat to West Ham on Sunday.
Javi Gracia's men have a clean bill of health going into the game with only backup players Sebastian Prodl and Domingos Quina on the treatment table.
Fernandinho is a doubt for City and Pep Guardiola will have no qualms about continuing with Ilkay Gundogan if the Brazilian is not fully fit.
