Ms Sadiq, a Labour councillor in Slough, Berks, passed away on Monday after suffering complications from covid-19.
Friend and colleague Haqeeq Dar said: "It's a great loss. She was a colleague and very hard working councillor who always put herself forward.
"She was a fighter and fought for 24 days on a ventilator which is a long time.
"Cllr Sadiq was always up for it with a smile. She made your day by just being there which made a difference to a lot of people's lives.
She was only there for five days when she contracted the virus. I just can't believe that she's gone.
"She was always active but it's just one of those things. It's a tragedy. She only went to attend a wedding in early March on a short eight day trip.
"But she never came back. She was only there for five days when she contracted the virus.
"I just can't believe that she's gone."
LOVING MOTHER
On June 26 2006, Ms Sadiq gave birth to quadruplets by planned Caeserean section, beating 729,000 to one odds to produce naturally conceived quads.
The surprising news came despite a polycystic ovary syndrome diagnosis leaving her fearing she might not even be able to have any more children.
As a councillor she had been elected to the Wexham Lea ward in May 2016, serving on various committees.
The 39-year-old had also been lead member for education and children's services in Slough.
Councillor James Swindlehurst, leader of the council, said: “This is very shocking for all of us and our thoughts are with her family and friends.
“Shabnum was a dedicated councillor and despite only being in her first term, she had made a contribution far beyond the years she’d spent in the council chamber.
“We worked together closely and personally I will miss her very deeply. This is a significant loss for the council and the town, but is nothing compared to the loss her family, close friends and community are feeling right now".
