Paez, 15, is regarded as one of the best youngsters in world football after bursting onto the scene in Ecuador.
He currently plays for Independiente del Valle as an attacking midfielder.
And Chelsea made their move after already securing a deal for Brazil Under 20s captain Andrey Santos.
Fabrizio Romano now says the FA and Premier League have approved Chelsea’s transfer for Paez.
