The Villans are closing in on their second big-money signing from Carrow Road after landing Emiliano Buendia last month.
Buendia moved to Villa Park for a club-record £33m fee, which could rise to £38m with add-ons.
Cantwell has attracted a lot of interest and Villa boss Dean Smith has been impressed by his versatility.
The 23-year-old mainly plays as a left midfielder but can cover all sorts of positions in the middle of the park and can operate in the wings up front.

Villa's are liking their chances of signing the England youngster as he is entering the final year of his deal with Norwich and has rebuffed attempts to extend it.
Cantwell came close to joining Leeds last year but the Premier League side's £15m bid wasn't enough for the Canaries.
Thus, the midfielder stayed with Daniel Farke's side and helped his team return to the Premier League.
Cantwell registered a total of six goals and eight assists in 34 appearances across all competitions last season.
Villa are not likely to stop their summer spree there as they are also keeping tabs on Bayer Leverkusen ace Leon Bailey.
But just like Cantwell, Bailey is expected to cost a significant fee to land this summer.
