OLE GUNNAR SOLSKJAER'S mission to rebuild his squad has got off to a slow start after a number of failed low-ball offers for their targets.
The Manchester United manager is looking to completely overhaul his squad this summer following their underwhelming end to last season.
United confirmed that 15 players have already been released including Ander Herrera and Antonio Valencia.
The Reds are also at risk of losing wantaway trio Paul Pogba, Romelu Lukaku and David De Gea this summer.
Solskjaer needs to strengthen all areas of his squad, but looks set to miss out on a number of targets because of his frustrating negotiation tactics.
Daniel James is the only new arrival at Old Trafford following his £15m switch from Swansea.
The Reds could miss out on the signing of Napoli defender Kalidou Koulibaly after City's world record bid trumped their best offer.
Their Manchester rivals are also set to sign Harry Maguire for £80m after United stalled over a move for the England ace.
David Brooks is high on their wishlist this summer, but the Reds have not yet met Bournemouth's £50m valuation of the 21-year-old.
United are also expected to miss out on the signing of in-demand Benfica attacker Joao Felix.
Solskjaer did not want to pay in excess of £100m for the 19-year-old – which has allowed Atletico Madrid to take pole position.

MANCHESTER UNITED have reportedly agreed personal terms with Lyon midfielder Tanguy Ndombele.
The 22-year-old was a key target for Spurs but Soccer Link stated that a “contractual agreement” has now been reached for him to join the Red Devils.
Lyon want £70million, although The Old Trafford club hope to strike a deal for closer to £50m.

MANCHESTER UNITED have reportedly told Juventus they are willing to trigger Paulo Dybala's release clause.
Speaking on The Transfer Window Podcast, Ian McGarry confirmed that the Argentina forward is still on Ole Gunnar Solskjaer's shortlist.
He claimed: “Dybala’s still on United’s shortlist, that’s for sure.
“It was held up in terms of the deal because what we reported was that United had indicated to Juventus that they were willing to meet the buy-out clause of Dybala.
“That was before of course Allegri’s future was decided and in between, Dybala himself said he didn’t want to make any rash decisions based on now knowing who the incoming coach would be.
“Now obviously that’s been cleared up. But the Copa America is now getting in the way of that particular negotiation.”

SCOTT MCTOMINAY believes Manchester United's pre-season tour will be an important time for the younger players hoping to transition into the senior squad.
The 22-year-old told Inside United, the club’s official monthly magazine, that July's games will be crucial to the development of the likes of Mason Greenwood and Tahith Chong.
He said: “It will be good for the younger players who came on the tour last year and who will come again this year to get a feel for exactly what goes on – how the players prepare for games, exactly what they do, the meetings we have and things.
“It can be a vital time in their development. It just helps them get to know the lads and it allows them to see what you’re about on the pitch as well.
“That’s one of the most important things – they have to trust you on the pitch and have confidence in you. It’s an invaluable experience.”
